The regulatory framework for industrial sites (Labour Code + ICPE)

Industrial sites combine two regimes: the French Labour Code (articles R. 4227-37 et seq.) requires every employer to post evacuation plans and fire-safety instructions in workplaces. The ICPE regime (Installations Classified for Environmental Protection) adds, depending on classification (Declaration, Registration or Authorisation), specific requirements for risk management, intervention plans, internal operation plans (POI) and coordination with emergency services.

For a Seveso upper-tier site, the PPI (Special Intervention Plan) coexists with the POI and imposes strict requirements for signage, mapping of danger zones and identification of internal and external rescue resources. Evacuation and intervention plans compliant with ISO 23601 are then essential operational tools.

Beyond the legal framework, the INRS and case law remind us that the employer's liability is heavily engaged in case of accidents linked to faulty signage or obsolete evacuation plans. Rigorous updating after every layout change is a safeguard for compliance and legal protection.

Industrial specifics: ATEX zones, storage, workshops

Industrial sites carry particular risks: ATEX zones (explosive atmospheres), dangerous-product storage, premises with elevated fire risk (boiler rooms, battery-charging stations, solvent rooms), high-temperature process equipment, high or very high voltage installations.

The industrial evacuation plan must show these zones with their standardised signage: EX for ATEX zones (zones 0/1/2 gas and 20/21/22 dust), ISO 7010 pictograms for risks (corrosive, toxic, explosive, flammable, electrical), distinct evacuation routes per building, and assembly points away from risk zones (typically more than 50 metres from classified storage areas).

Logistics warehouses pose their own challenges: large surfaces with high-density shelving, forklift aisles, sorting zones, loading docks, forklift charging rooms (hydrogen atmosphere). The plan must guide office staff (administrative), operators (workshop/picking) and visitors (delivery drivers, hauliers) alike.

Multi-site and intervention plans for emergency services
